The Cheyenne County Board of Commissioners held an open and public regular meeting on Tuesday, July 6, 2010 in the Commissioners Meeting Room, Cheyenne County Court House, Sidney, Nebraska.  A notice of this meeting was published in the Sidney Sun-Telegraph and aired on KWEST Radio.  A copy of the agenda was posted on the bulletin board, mailed to each Commissioner and kept current and available to the public at the County Clerk’s Office.  Chairman Harold G. Winkelman called the meeting to order at 8:15 A.M., with the following present:

Chairman Winkelman announced a current copy of the Open Meetings Law Act is posted on the window immediately outside of the Commissioners Meeting Room and is also available in book form in the meeting room.

 

A motion was made by McMillen, seconded by Rankin to approve the current agenda as presented.  Roll Call:  Aye:  McMillen, Winkelman, Rankin.  Nay:  None.  The Minutes of the meeting of June 21, 2010 were reviewed.  A motion was made by McMillen, seconded by Rankin to approve the Minutes as written.  Roll Call:  Aye:  Winkelman, Rankin, McMillen.  Nay:  None.

A motion was made by McMillen, seconded by Rankin to approve and pay all claims as stated above.  Delinquent taxes were deducted where owing.  Roll Call:  Aye:  Rankin, McMillen, Winkelman.  Nay:  None. 

 

There was no correspondence to review. 

 

The Board reviewed the 2010 holiday schedule.  When the holiday schedule was approved on January 4, 2010, New Year’s Day was inadvertently omitted.  Since January 1, 2011 falls on Saturday, December 31st should be observed as the New Year’s Day holiday.  According to the Cheyenne County personnel manual, if a recognized paid holiday occurs on Saturday, the holiday will be observed on the preceding Friday.  A motion was made by Rankin, seconded by McMillen to approve the change in the holiday schedule.  Roll Call:  Aye:  McMillen, Winkelman, Rankin.  Nay:  None. 

 

The Board discussed the appointment of a temporary County Surveyor to locate permanent markers on County Road 6.  County Attorney Paul Schaub and Highway Superintendent Tom Noel were present.  After a discussion, no action was taken by the Board.

 

Matt Anderson, Wildlife Specialist, presented the annual report summarizing animal control activity in Cheyenne County for the period of June 1, 2009 through May 31, 2010.  Anderson then presented the Work and Financial Plan between Cheyenne County and the United States Department of Agriculture Animal and Plan Health Inspection Service Wildlife Services for July 1, 2010 through June 30, 2011.  The cost of the new contract is $6,598 per year.  A motion was made by McMillen, seconded by Rankin to accept the contract as presented.  Roll Call:  Aye:  Winkelman, Rankin, McMillen.  Nay:  None. 

 

Diane Scott, County Treasurer, presented the Pledged Securities Report.  A motion was made by Rankin, seconded by McMillen to approve the report as submitted.  Roll Call:  Aye:  Rankin, McMillen, Winkelman.  Nay:  None. 

 

The quarterly jail inspection was completed.

 

Tom Noel, Highway Superintendent, presented Resolutions 2010-23 and 2010-24 selecting contractors for Road Projects STPE-1132(1) and STPE-1135(2) respectively.  After a review and discussion, a motion was made by Rankin, seconded by McMillen to adopt Resolution 2010-23 selecting Simon Contractors and Subsidiaries, Cheyenne, Wyoming as the contractor for Road Project STPE-1132(1) and authorizing the Chairman of the Cheyenne County Board of Commissioners to sign the contracts related to the road project.  Roll Call:  Aye:  McMillen, Winkelman, Rankin.  Nay:  None.  A complete copy of the Resolution as adopted is on file at the Office of the County Clerk. 

 

Next, a motion was made by McMillen, seconded by Rankin to adopt Resolution 2010-24 selecting Simon Contractors and Subsidiaries, Cheyenne, Wyoming as the contractor for Road Project STPE-1135(2) and authorizing the Chairman of the Cheyenne County Board of Commissioners to sign the contracts related to the road project.  Roll Call:  Aye:  Winkelman, Rankin, McMillen.  Nay:  None.  A complete copy of the Resolution as adopted is on file at the Office of the County Clerk. 

 

Superintendent Noel then updated the Board on road activities.

 

There were no comments from the public.

 

There being no further business to come before the Board, upon motion by McMillen, seconded by Rankin, the meeting was adjourned at 10:30 A.M., until the next regular meeting on July 19, 2010.  Roll Call:  Aye:  Rankin, McMillen, Winkelman.  Nay:  None.
